Project Description

This proposal aims to strengthen the capacities of beneficiaries which includes technical officers, managers, and other representatives of local government, nongovernmental institutions, private sector and community based organisations in five municipalities across the Republic of Haiti (i.e., Bazinet, Belle-Ansa, Iron Coast, Jamel and Margot) to strategically plan for, respond to and manage the impacts of climate change. It will assist them in prioritizing climate related activities and to be able to access climate finance from the Green Climate Fund(GCF) and other sources. Additionally, support will be given to increase
municipalities awareness and knowledge of local vulnerabilities. Specifically, the project will address barriers related to:

  1. Uncoordinated development and climate risk planning: development and climate risk planning process occurs separate and a part of each other. Climate change consideration in land use and human settlement practices are limited.
  2. Limited participation in national planning processes: Planning at the national level often do not considerplanning at the sub-national level and vice-versa. There is a need to (1) align national policies, plans and strategies with sub-national governance and decision making process and (2) to increase consideration of sub-national needs and challenges in the crafting of national climate change responses.
  3. Ineffective institutional capacity for the implementation of adaptation and mitigation actions;capacities across and within organisations responsible for climate risk management is limited.
  4. Limited financial support; Municipal governments have limited access to climate finance. There is a need to increase dissemination information related to donor intelligence and project development.
  5. Limited alignment of resilient infrastructure and low carbon technologies in development planning. 
  6. Limited understanding of vulnerabilities at the sub-national level and response options across multiple sectors are lacking. Additionally, media engagement or targeted messaging aimed at increasing the resilience of municipalities to climate change is also absent.

This readiness support is required to achieve the overall objective of improving decentralisation of climate risk planning and implementation capacityat the municipal level via the following:

  1. Strengthen the knowledge of local government in municipalitiesto improve; understanding of climate change vulnerability; and institutional mechanisms to support for mitigation and adaptation action that advance the implementation of NDC.
  2. Identify climate vulnerabilities and response options for selected municipalities (Bazinet, Belle-Ansa, Iron Coast, Jamel and Margot).
  3. Support and advance the implementation of climate priorities at the local level.
  4. Formulate four GCF concept notes for future submission to the GCF.
