Saint Lucia, as one small island of the Caribbean, is facing negatives scenarios as consequence of climate change. This is reflected in the country’s vulnerability of the emerging impacts of global warming, since consequences have affected different sectors within the country involving economical resources, negative impacts on local infrastructure, and even pressure in daily life. The country is immersed on the prospect of permanent and irreversible loss despite of strategies to prevent possible risks. Based on this background, the Government of Saint Lucia has hardly worked on robust national policies and legal framework mechanisms as a response to the climate change impacts; these include the Nationally Determined Contributions, National Energy Transition Strategy, Nationally Appropriate Mitigation Actions, National Adaptation Plans, Climate Change Adaptation Policy, National Energy Policy, National Environmental Policy and National Environment al Management Strategy (NEP-NEMS), Coastal Zone Management Policy, Coastal Zone Management Strategy and Action Plan.

The Government of Saint Lucia has recognized the importance of building resilience within the country; thus, the Department of Economic Development, Transport and Civil Aviation (DEDTCA) has been designed as the National Designed Authority (NDA), as the responsible of supporting its long-term growth and national development objectives to access climate resources such as the Green Climate Funding (GCF).

Nevertheless, this readiness project is focused on strengthening the NDA responsibilities related to the GCF through operational and strategic mechanisms to contribute to build resilience. It also will establish the required strategies such as legal and regulatory frameworks to access to climate resources, and implement this climate finance to adaptation and mitigation measures. Additionally, to achieve the goals, this project is taking into account the following activities:

  1. Strengthening the institutional capacity of the NDA to undertake its GCF-related roles and responsibilities
  2. Elaborating a strategic framework (country programme) for engagement with the GCF;
  3. Paving the way for direct access through technical assistance and capacity building sup- port of a suitable national institution to gain GCF accreditation.

In addition, this readiness project pretends to support efforts to integrate climate risks and gender issues that are required to have a better consolidated project. Therefore, consolidating this project will bring several benefits to reduce the vulnerability to climate change impacts on local society.
